As part of the reform of the country-of-origin verification system in Kazakhstan, the Law of 19 May 2025 was adopted to modernise the mechanisms for determining the country of origin of goods. As a result, on 1 January 2026 the Registry of Kazakhstani Manufacturers went live — a unified state digital system that replaced the former ST-KZ and industrial certificates.
The Registry’s purpose is to confirm domestic-manufacturer status based on transparent criteria and digital verification, and to increase the reliability of data on companies that actually run production in Kazakhstan.
Heidelberg Kurylys Cement LLP is included in the Registry of Kazakhstani Manufacturers, confirmed by the extract shown on the right. More information about the Registry is available on the official site of the Ministry of Industry and Construction of the Republic of Kazakhstan.
The Registry is a key document for tenders of major oil & gas and state-linked clients in Kazakhstan: TCO, KazMunayGas, QazAvtoZhol, KEGOC, upstream EPC operators. All of them are obliged to comply with local content shares — suppliers on the Registry have an advantage in tenders.
Production safety
Safety is daily practice at the quarry, the plant and in the product — not a slogan. Four control levels:
Occupational health & safety
All blasting works follow approved designs with licensed contractors. Regular briefings, mandatory PPE, controlled access to the work fronts. OHS logs maintained per Kazakhstan’s requirements.
Radiation safety
HKC diabase — Class I radiation safety per GOST 30108. No restrictions for residential, civic and social construction, including schools, hospitals and kindergartens. Each batch ships with a radiological report.
Ecology
Diabase is an igneous rock with minimal alkali-reactive silica: safe in concrete (no aggregate corrosion). Dust suppression at the crushing line; reclamation on schedule.
Quality control
Laboratory testing of every batch at the National Centre for Expertise and Certification of the Republic of Kazakhstan. Quality passport + test reports for crushability, frost resistance, flakiness and radiology.
Systematic work on occupational safety
Occupational safety is a priority at HKC. Every employee completes mandatory initial and refresher briefings, OHS and industrial safety training, and knowledge checks.
The site operates under approved standing orders, ongoing compliance monitoring, and certified equipment and personal protective gear.
We systematically reduce operational risk and improve safe working conditions for every worker on the site.

Regional development
Subsoil-use taxes and payments flow into the Aktobe region budget. The quarry and the access roads are a direct contribution to the engineering infrastructure of Mugalzhar district.
Aqtobe Investment Forum 2025
Heidelberg Kurylys Cement LLP participated in the Aqtobe Investment Forum 2025, held on 4 December 2025 in Aktobe under the theme Industry · Technology · Logistics. The forum brought together investors and major business representatives from 20 countries, including 7 ambassadors, alongside Kazakhstan’s central government bodies.
During the forum HKC signed a memorandum of cooperation with regional partners. The Sartauskoye-8 quarry was presented as one of the industrial-development projects diversifying the Aktobe region economy beyond the oil & gas sector.
Aqtobe Investment Forum is an annual platform for attracting investment to manufacturing, technology and logistics projects, hosted by the Akimat of Aktobe region together with Kazakhstan’s Ministry of Industry and Construction.
Our production
The crushing-screening line built around Sandvik CV228 equipment delivers cubical grain shape with average flakiness ≤10% — Group 1 cubical shape per GOST 8267-93. The technological edge: what competitors charge +30-40% for is the standard of HKC’s product line.
